COUNCIL FOR TEACHER EDUCATION
The second meeting of the Council for Teacher Education for the 2016-2017 academic year was held Monday, November 14, 2016 at 3:15 p.m. in Speight 203. Members present: Jennifer Adams, Ashley Norris for Barbara Brehm, Charity Cayton, Vivian Covington (Chair), Ellen Dobson, Laura King, LCSN-PCS Representatives Alison Covington and Yolanda Williams, Laura Levi-Altstaedter, Marissa Nesbit, Sean O’Dell, Jeff Pizzutilla, Robert Quinn, Lisa Rogerson, Nicole Smith, Lora Lee Smith-Canter, Shari Steadman, Student Representatives Carrie Brickhouse (UG) and Jennifer Jones (GR), Liz Doster-Taft, Cynthia Wagoner, Ivan Wallace, Jamie Williams, and Elaine Yontz. Absent were Barbara Brehm, Kermit Buckner, Lena Carawan, Bernice Dodor, and Kathy Misulis. Visitors were Laura Bilbro-Berry, Crystal Jones, and Mary Worthington.
All were welcomed to the second meeting for this year. Alison Covington and Yolanda Williams, two new LCSN representatives, and Jennifer Jones, the Graduate Student Representative were introduced. Alexandra Funsch and Jennifer Jones are both students in the MAED Mathematics program and will serve alternately.

The minutes were approved as written. Due to Hurricane Matthew, an October meeting was not held.
Announcements
ECU graduate Amanda Blakley won the first NCSTOY award at the NCACTE Forum in September. She is a B-K graduate and works in the ECU Child Development Lab as the lead teacher.
The Forgivable Education Loans for Service Program (FELS) is actively recruiting applicants interested in teaching. The areas of recruitment are: Biology, Chemistry, Comprehensive Science, English as a Second Language, Foreign Language, Math, Middle Grades, Physics and Special Education. Post baccalaureate and post graduate certification will no longer be funded. Please have interested students visit http://www.dpi.state.nc.us/nationalboardcertification/ to make application for funding.
The NC State Education Assistance Authority (NCSEAA) provides administration of the FELS program. FELS provides financial assistance to qualified students in baccalaureate, masters and doctoral programs who are committed to working in North Carolina in these designated critical employment shortage professions. Students may enroll in no less than six credit hours per semester to qualify. Funding ranges from $3,500 to $14,000 per year depending on enrolled credit hours and degree level. One loan will be forgiven for one year of full-time employment in a qualified position https://www.cfnc.org/static/pdf/home/sc/pdf/FELS_Rules.pdf .
The FELS application is scheduled to open on December 1, 2016 and closes on March 1, 2017. The electronic application and program details can be retrieved at https://www.cfnc.org/FELS. The application with requested supporting documents must be received by March 1. Baccalaureate degree applicants must submit transcripts as per the application instructions; graduate level applicants no longer have to submit transcripts. Applications will be reviewed on a first-come, first-serve basis.
Please encourage your students to explore FELS as a possible educational funding source.
This month the State Board of Education approved increased licensure fees for new and renewing teachers. The licensure system receives no money from the State. Without a new fee structure, the system would yield a funding gap of about $500,000. The 5-Year Renewal category amount was decreased. Dr. June Atkinson suggested the possibility of making funding of the licensure system a State appropriation budget request. The Board may include this in its 2017 legislative priorities, which it will finalize in the coming months. The fee increases are effective beginning January 1, 2017. Should future legislative appropriations occur, the Board will revisit the fee schedule, with priority on relieving rising fee costs on existing teachers.

Standing Update from the Office of Assessment, Accreditation and Data Management
Ellen Dobson from the OAADM distributed a draft edTPA Implementation Timeline (2016-2020) and discussed where we are in the process. Most universities are using edTPA as the professional assessment tool; a few privates are using PPAT, an assessment from ETS. ECU has already implemented most requirements. edTPA is still a program requirement, which may be included in internship and/or seminar grade, and licensure requirement for all ECU ed prep programs. Currently edTPA scoring is paid by Dean Hayes’ office and he is seeking funding to pay for official scoring for the 2017-2018 and 2018-2019 academic years. The candidates must pay for any retakes on edTPA. Ed prep candidates will begin paying for edTPA Fall 2019.
Standing Update from Office of Clinical Experiences & Alternative Licensure

Final Internship applications are due January 9, 2017 by 5:00 pm. If departments have applications ready, please turn in now.
A University Supervisors training for spring supervisors will be held December 9, 2016 from 1-4:00 p.m. in the Willis Building. Drs. Charity Cayton and Maureen Grady will offer professional development on co-teaching strategies. Important information for spring 2017 supervision will be shared.
Internship II seminars will be held in 301 Speight Building on Thursday, December 15. Students should bring their personal laptop and will be assisted with creating their online account for licensure. There will be laptops available if needed. Elementary interns (not SECU PE) will meet from 8-10:00 a.m.; all SECU PE interns will meet from 10-12:00 p.m.; and all other program area interns will meet from 1-3:00 p.m.
Sixteen interns have been early released. All are elementary except one in middle grades.
A mandatory Internship II Seminar will be held January 9, 2017 at the Greenville Hilton. Students have been notified of their appropriate time to attend.
The COE Job Fair will be held March 1, 2017 from 8-10:00 a.m. at the Greenville Convention Center. Attendance is mandatory for the entire event for Intern II students.
Old Business
Changing the name from Council for Teacher Education to Council for Educator Preparation (CEP) does not involve code changes. The Dean has initiated the change. The committee is now the Council for Educator Preparation.
ECU has been officially named a Lab School Site for the 2017-2018 academic year. Our partnership will be with Pitt County Schools and use a school within a school concept. Dr. Laura Bilbro-Berry will help lead the process. She is on the Interdisciplinary Task Force Committee for curriculum and is waiting for guidelines from GA. The chosen K-8 school will be low performing as mandated by legislation. The lab school will begin with grades 2, 3, and 4 in year one. This is not a COE lab school, but an East Carolina University lab school.

Elaine Yontz, chair reported that the committee met and approved the following.
Package from Graduate Faculty in Instructional Technology – Change the degree title of the Master of Arts in Education (MAEd) from “Instructional Technology Education” to “Instructional Technology.”
Mathematics Education – Replace a 5000-level MATH course (5322) in the BS Mathematics, Secondary Education program with the parallel undergraduate course (4322).
Department of Special Education, Foundations, and Research – Revise the course description of SPED 3006: Augmentative and Alternative Communication of Students with Disabilities, to add a 6-hour practicum requirement to the course description.
School of Music –
#1 — Revise the disqualification from the music major policy to more clearly communicate the practice to students.
#2 – Correct a miscalculation in the undergraduate catalog for Music Education in the s.h. for both the Common Core and the Applied Music sections. The content is accurate.
#3 – Remove the prerequisite for MUSC 1008.
#4 – Refine prerequisites for MUSC 3217 to include completion of lower-level competencies in music education; acceptance into music education degree program; MUSC 2123. Additional prerequisites: MUSC 2315 and MUSC 1415 OR MUSC 1435 (for wind or percussion major instrument) or MUSC 1455 (for string and keyboard major instrument).
#5 – Discontinuation of BM in Music, Organ Performance concentration, Discontinuation of BM in Music, Piano Pedagogy concentration and description changes for all applied music courses.
