Minutes for February 12, 2007

The sixth meeting of the Council for Teacher Education for the 2006-2007 academic year was held Monday, February 12, 2007 at 3:15 p.m. in Speight 202. Members present: Vivian Covington (Chair), Rick Barnes, Michael Bossé, Michael Brown, Joe Ciechalski, Lynne Davis, Bill Grobe, Linda High, Cynthia Bickley-Green for Nancy House, Jami Jones, Carolyn Ledford, Tammy Lee, Ashley Mann, Mary Pickard, Mary Lisa Pories, Marcela Ruiz-Funes, Karli Ruscoe, Jane Teleki, Sarah Williams, and Scott Williams. Absent were Boni Boswell, Dawn Clark, Bethann Fine, Todd Finley, Nancy House, Nicole Mas, Melissa Matusevich, and PCS representative.

Order of Business

Agenda I – Approval of Minutes

The minutes from the January 8, 2007 meeting were accepted.

Agenda II – Announcements

PRAXIS I, PPST will not be offered in March or June. It will be offered April 28 and August 4, 2007. Please advise students, particularly those needing admission to Upper Division this semester.

On March 27, a dinner meeting for teacher education faculty will be held at Rock Springs Center from 4-7 p.m. Dr. Rebecca Garland, Executive Director of the NC State Board of Education, will speak on “Future Ready Schools”. There is no cost and renewal credit is available. Registration forms were sent electronically earlier this month. March 9, 2007 is the deadline. Email lysd@ecu.edu with questions. For those unable to attend this meeting, a regional meeting will be held February 16, 2007 at Barton College from 10:00-12:00 noon. The 25th Annual NC Teacher Education Forum will be September 20-21, 2007 at the North Raleigh Hilton. The conference theme is “The Educational Landscape: Developing Learning Communities”. NC-ACTE is inviting individuals to submit proposals that share how they are making a difference in the educational landscape. A limited number of proposals for the student poster session will be accepted. Access www.nc-acte.org for template and submission information on the proposal or poster session. The deadline is May 19, 2007.

Dr. Alan White, chair of the search committee for the Dean of the College of Education, sent an electronic update recently. Videoconference interviews with eight semi-finalists have been conducted. Finalists were selected and will be announced within the next week or two. Interviews will take place mostly in March. He stated that the applicant pool did include many highly qualified candidates.

The COE Graduate Recognition Ceremony for all teacher education majors will be May 4, 2007 at 7:00 p.m. in Minges.

Nancy Houston in Clinical Experiences has sent nomination packets for the Latham Awards for Excellence in Teaching to university supervisors and program area coordinators. Reviewers are needed to help in the selection process. If interested, email her at houstonn@ecu.edu.

The Fifth Annual Clinical Teacher Conference will be held March 22, 2007 at the Hilton from 9:00 a.m. to 4:00 p.m. There is no cost and renewal credit is available. This conference is open to faculty who pervise interns. pervise interns.

Diana Beasley, NC 2006 Teacher of the Year (TOY), will speak at the Senior II Seminar, April 17, 2007 at 9:00 a.m. in Mendenhall. This is a required seminar for Senior II interns.

The Career Fair is March 23, 2007.

A copy of North Carolina in the World News Newsletter was distributed. This newsletter was developed by Learn NC, a program of UNC-Chapel Hill. The website www.ncintheworld.org gives web-based resources available to educators.

Agenda III – Old Business

The State Board of Education approved the appointment of Vivian Covington to the State Evaluation Committee.

A copy of the Latham Clinical Schools Network Newsletter was distributed to members outside the COE.

The Faculty Senate’s Ad-Hoc Committee on the Yardley Draft Report was discussed. The Ad-Hoc Committee’s view was that the report was too flawed to be of much use.

Agenda IV – New Business

The COE received a $16,100 BB&T Leadership Grant. In the fall, 80 to 100 students in Senior I will participate in leadership roles. Online students are welcome, but will have to attend four seminars held on campus.

Vivian Covington; John Swope, Interim Dean of the College of Ed; Mike Brown, Associate Dean of College of Arts and Sciences; two staff members from admissions; and Laura Bilbro-Berry attended a meeting in January in Chapel Hill to discuss teacher recruitment plans in all teacher education areas, strategies, goals and targets. Forty percent of students in the pipeline complete yearly and twenty-five percent of lateral entry candidates complete their program yearly.

The university is discussing going to trimesters; fall, spring and both summers combined.

Agenda V – Standing Committee

Admission & Retention – Scott Williams, Chair. No report.

Evaluation and Planning – Carolyn Ledford, Chair. No report.

Curriculum – Mike Brown reported for Boni Boswell, Chair. The committee met and approved the following: (1) a new course in the M.A.Ed – Health Education, HLTH 6300, Coordinated School Health to replace HLTH 6000 and catalog change. (2) Program changes of two new required courses in the masters reading program, READ 6406, Preliminary Investigations in Literacy Education and READ 6407, Investigations in Literacy Education; deletion of READ 6405; change electives from 9 s.h. to 6 s.h.; deletion of written comprehensive examination and requirement of students to complete an electronic portfolio as the final product. (3) editorial changes in catalog for the B.S. in Birth-K; new course in the B.S. in Family and Consumer Sciences, FACS 1180, Housing and Interior Design to replace INDS 1180 and catalog changes; editorial changes in the M.A.Ed in Birth-K degree and the addition of a specialty area strand, Community College Strand. (4) a new course in Math Ed, MATH 3300, Teaching High School Geometry.

Mike Brown moved for the report to be voted on in two parts; first the courses and program changes from Health Education, Reading Education, and Child Development and Family Relations; then the change in Math Education. Although the Curriculum Committee approved all changes, he voiced his disapproval of the math change based on protocol and lack of collaboration and wanted a separate vote to accept the reports. This move failed; three (3) in favor, five (5) against and eight (8) abstentions. After much discussion, Joe Ciechalski called for the question and Michael Bossé seconded. Rick Barnes requested voting by secret ballot. The committee voted fifteen (15) in favor, two (2) against, and one (1) abstention to accept the report of the Curriculum Committee.

Agenda VI – Ad Hoc Committees

Professional Studies

Lynn Davis reported that each of the Ad Hoc Committees have had one initial meeting. Rubrics and frameworks are being established.

Marcela Ruiz-Funes distributed materials for a summer program hosted by ECU in conjunction with the Universidad Regiomontana in Monterrey, Mexico. The month long program (May 27 to June 24, 2007) is for pre-service educators. It is open to all teacher education students to improve their ability to converse and interact in Spanish and improve their understanding of the Mexican/Hispanic population in NC schools by addressing differences in cultures and education. Students will earn 6 s.h. (3 in Spanish language and 3 in culture/education) at any of the universities within the UNC system as well as other NC colleges. Individuals will stay with host families. The total cost is $2,700. You may contact ruizfunesm@ecu.edu with any questions.

Carolyn Ledford commended Marcela for all the work involved in planning this trip.

There being no further business, the meeting adjourned at 4:35 p.m. The next meeting will be March 5, 2007.
