COUNCIL FOR EDUCATOR EACHER EDUCATION
The third meeting of the Council for Teacher Education for the 2016-2017 academic year was held Monday, December 12, 2016 at 3:15 p.m. in Speight 203. Members present: Barbara Brehm, Charity Cayton, Vivian Covington (Chair), Ellen Dobson, Laura King, Kathy Misulis, Marissa Nesbit, Jeff Pizzutilla, Robert Quinn, Lisa Rogerson, Nicole Smith, Lora Lee Smith-Canter, Shari Steadman, Student Representatives Carrie Brickhouse (UG) and Alexandra Funsch (GR), Liz Doster-Taft, Cynthia Wagoner, Ivan Wallace, Jamie Williams, and Elaine Yontz. Absent were Jennifer Adams, Kermit Buckner, Lena Carawan, Bernice Dodor, LCSN-PCS Representatives, Laura Levi-Altstaedter, Sean O’Dell, and Mary Worthington. Visitors were Laura Bilbro-Berry, Crystal Jones, and Angie McCoy.
All were welcomed to the third meeting for this year. Visitors Angie McCoy, Coordinator in the Office of Clinical Experiences and Alternative Licensure, and Alexandra Funsch, one the Graduate Student Representatives serving alternately, were introduced.
Approval of Minutes November 14, 2016 Meeting
The minutes were approved as written with a revision by Kathy Misulis. Although the committee name change does not require a code change, it is suggested to revise the statement to “The name of the Council for Teacher Education (CTE) is being changed to the Council for Educator Preparation (CEP).” Technically this is a revision that will be presented with a future revised code.
Announcements
The ECU Graduation is Friday, December 16, 2016 at 10:00 a.m. in Williams Arena in Minges Coliseum. The COE Graduate Recognition Ceremony will be Friday at 2:00 p.m. in the same place. All teacher education graduates outside of the COE are included.
Standing Update from the Office of Assessment, Accreditation and Data Management
Ellen Dobson from the OAADM reported that program templates for program approval, which will be due this spring, are still not available from NCDPI.
Standing Update from Office of Clinical Experiences & Alternative Licensure
Dr. Nicole Smith gave the following report.
A University Supervisors training for spring supervisors was held December 9, 2016. Packets will be mailed to those who could not attend. Drs. Charity Cayton, Maureen Grady and Christina Tschida offered professional development on co-teaching strategies. Shari Steadman thanked Dr. Smith for notifications to students.
Suggestions on social media presence will be included in the next revised Welcome to Educator Preparation handbook. Information is shared with students at the Internship I and II meetings, but they are being impacted prior to internship. Some students have been denied placements due to their social media content. Laura Bilbro-Berry noted that this is discussed at orientation. Internship II seminars will be held in 301 Speight Building on Thursday, December 15. Students should bring their personal laptop and will be assisted with creating their online account for licensure. There will be laptops available if needed. Elementary interns (not SECU PE) will meet from 8-10:00 a.m.; all SECU PE interns will meet from 10-12:00 p.m.; and all other program area interns will meet from 1-3:00 p.m.
A mandatory Internship II Seminar will be held January 9, 2017 at the Greenville Hilton. An Internship I Seminar will be held January 13, 2017, also at the Greenville Hilton.

Old Business
Members were reminded of the 2.7 GPA requirement. All program areas outside the COE should double check with their Advising Centers, professional advisors and faculty advisors to be sure they are informed. All candidates admitted to Upper Division on or after July 1, 2017 must have a 2.7 GPA. This requirement is upheld for admission through completion of a program and licensure. Students admitted under the 2.5 GPA rule who are removed from Upper Division for not maintaining the GPA and are re-admitted after July 1, 2017 will have to meet the new 2.7 requirement. This is true for all pathways; UG, MAT, LO, LE, TFA, and NCTeach. The Academic Success Center has GPA cards to give out to program areas if needed. Contact the center at coeadvising@ecu.edu.
New Business
It appears that all Lateral Entry candidates will need to do edTPAs also. This includes Laterals in NCTeach and TFA. Students in TFA completing through an IHE will have to edTPAs also, although TFA students can teach three years, take no coursework and be recommended by the employing county. The requirement will be phased in in the academic year 2019-2020.
Each program area shall create (if you do not have one already) a four year plan of study for a “typical” UG candidate, highlighting in yellow the courses that have practica/field experiences attached to them. There should be practica and field experiences in every semester, and these documents will be used to see where in our curriculum we have gaps, if any. Include the typical term a student is admitted to Upper Division. These will be due to Dr. Covington on or before February 10, 2017. Please submit them electronically. This is for compliance with HB 1030 and HB 97.

Dr. Covington asked that each of the remaining committees meet in the spring, once per month beginning in February.
Dr. Cynthia Wagoner (MUSC) reported that there is pending legislation reducing class size in K-3 for the 17-18 school year. North Carolina sets class size limits in grades K-3 that traditionally have allowed enough flexibility for local school districts to fund teachers in the Health/Physical Education, Arts Education and World Languages. There is no separate state funding amount or allotment for teachers of these subject areas. The current practice has local school districts funding those positions within the flexibility between the number of teachers allotted and the class size limits in place. Under the budget provision, the system average for kindergarten classes could not exceed 18 students (currently the required average within a school district is 1:21). For first grade the number of students would be 16. For second and third grade, the number would be 17. There will be no waiver process or flexibility allowed. If you have concerns, contact your legislator.
