Council for Teacher Education
The third meeting of the Council for Teacher Education for the 2007-2008 academic year was held Monday, November 12, 2007 at 3:15 p.m. in Speight 202. Members present: Rick Barnes, Michael Bossé, Boni Boswell, Carol Brown, Michael Brown, John Carlson, Tom Caron, Joe Ciechalski, David Gabbard, Bill Grobe, Mary Pickard, Robbie Quinn, Marcela Ruiz-Funes, Karli Ruscoe, Jane Teleki, Sarah Williams, Scott Williams, and guest, Debbie O’Neal. Absent were, Vivian Covington (Chair), Lynne Davis, Todd Finley, Bethann Fine, Meta Downes/Gregg Givens, Linda High, Tammy Lee, PCS representative, Betty Peel, and Mary Lisa Pories.

In the absence of the chair, Michael Brown, Vice-Chair conducted the meeting.
Agenda I – Approval of Minutes
Two corrections were made to the October minutes. Tom Caron and David Gabbard were in attendance. The minutes of the October 8, 2007 were accepted as corrected.
Agenda II – Announcements
Debbie O’Neal gave an overview on English as a Second Language (ESL) teachers. As of October 2006, there are 92,000 English language learners in North Carolina with 200 different languages spoken. One in five children come from homes in which English is not the first language. Linguistic diversity is a part of one of the new teaching standards, Teachers Know How to Facilitate Learning For All Students. Most often ESL students are pulled out of the content area classes for English instruction. There needs to be more collaboration with classroom teachers. SDPI is implementing a program, Sheltered Instruction Observation Protocol (SIOP). ESL teachers area trained first, then classroom teachers. This program is designed to teach content with language instruction. She will be glad to visit classes or departments to discuss ESL.
John Carlson was welcomed as a new member. He is replacing Dawn Clark from Theatre/Dance.
The next deadline for Senior I spring/Senior II fall placements is Friday, January 11, 2008 at 5:00 p.m.
An updated committee list was distributed.
The next ASIP Computer Challenge Exams are January 9 or January 10. Students may contact bassm@ecu.edu to register. Students failing the exam will have time to register to take the course spring 2008.
Agenda III – Old Business
There were 125 attendees at the Fall Clinical Teacher Conference held October 25, 2007.
The Office of Professional Development recently sponsored a workshop, “Culture of Poverty: A Workshop for Teacher Education Faculty.” Sixteen attendees from across teacher education attended.
The search for the College of Education dean continues. The second round of applications are being reviewed.
Agenda IV – New Business
Mike Bossé discussed the upcoming sessions on new Professional Teaching Standards and revisions for teacher preparation program approval. The Provost’s Council in partnership with ECU’s Council for Teacher Education (CTE) is sponsoring two working sessions to facilitate the revision of curriculum and experiences for the preparation of 21st century teachers. The first session will be conducted by CTE’s Policy Committee and is scheduled for November 30, 2007 from 8:30 a.m. to 3:30 p.m. in the Multi-Purpose Room of Mendenhall Student Center. This session will begin the revision process by engaging faculty in a discussion of unit curriculum and experiences and documentation of our candidates’ competencies, which will lay the foundation for specialty area program revisions. The second session will be held on Friday, January 18, 2008, from 8:30 am till noon (meeting place TBA). This session will emphasize the importance of teacher education at ECU as Chancellor Ballard will introduce this session by placing teacher education in the broader context of a leadership university. Faculty will then discuss and plan the integration of 21st Century Skills into the teacher education curriculum. It is strongly urged that you and faculty members in your department attend these sessions. He distributed the new Rubric for Evaluating Teachers that will be implemented in fall 2008 for all public school teachers and a list of outcomes evidence currently generated for all students to use as a reference. It is important that faculty read the new rubric prior to attending the session in November.
A copy of the COE Curriculum Committee meeting schedule and timeline for submission at each level was distributed.

Curriculum – The committee met and approved associated program changes and the following courses with minor revisions: Revision of MLS degree and revision of LIBS 6135; Renumbering of LIBS 6137 (formerly 5115); new course, LIBS 6012, Analyzing and Synthesizing Professional Library Information (3); new course for M.A.Ed in Instructional Technology-Computers, EDTC 6070; and new courses in Business and Information Technologies Education; BITE 4700, 6435, 6420, and 6700.
