COUNCIL FOR EDUCATOR PREPARATION
The third meeting of the Council for Educator Preparation for the 2017-2018 academic year was held Monday, November 13, 2017 at 3:15 p.m. in Speight 203. Members present: Jennifer Adams, Barbara Brehm, Charity Cayton, Vivian Covington (Chair), Ellen Dobson, Johna Faulconer, Bernice Dodor, Nanyoung Kim, Rhea Miles, Patch Clark for Marissa Nesbit, Dan Novey, Jeff Pizzutilla, Nicole Smith, Lora Lee Smith-Canter, Christina Tschida, Kevin White, Jamie Williams. Visitor in attendance was Angie McCoy. Absent were Laura Levi-Altstaedter, Marissa Nesbit, Laura King, Caitlin Ryan, Cynthia Wagoner, Christy Walcott, Ivan Wallace and Elaine Yontz.
Approval of Minutes October 16, 2017 Meeting
The minutes were approved with typo change under New Business: “We do not know how pass rates will be determined later when edTPA scores will be used in place of the PLT.”

Standing Update from the Office of Assessment, Data Management, and Digital Learning
On 11.1.17 Dr. Ellen Dobson and Dr. Covington submitted the Application for Teaching Fellows. We should know if ECU is selected as a site by 11.15.17. It is not clear if this is a package deal, meaning if an institution is awarded teaching fellows if it will be in all 3 program areas. Areas are: Special Education, Mathematics Education and Science Education.
The COE exit survey opens 11.20.17 and closes on 12.4.17. Encourage exiting candidates to participate in the exit survey.
Dr. Dobson and Dr. Covington invited several colleagues to serve on the Progress Report Task Force: Dawn Shelton, Ron Preston, Rock Morgan, Hulda Tayloe, Rachyl Smith and a Public School Partner will serve as well. The task force will start work on 11.20.17.
Standing Update from the Office of Clinical Experiences & Alternative Licensure
Office of Clinical Experiences has had 16 requests for Early Releases. Two early release requests are pending (ART) that are waiting on edTPA scores, 12 have been approved for Elementary education. Two were denied.
University Supervisor Training will be held on 12.1.17 at the Willis Building from 9:00am-11:00am. We are working on getting University Supervisors information from different program areas so we can update information in the directory. Contracts for the COE University Supervisors will be distributed at training if everything is processed on time.
Internship applications have come in, and we will have round two after the holiday break.
For fall and spring Seminar information, the Internship calendars are updated on the OCE website. Fall Intern II licensure seminars will be held Thursday 12.14.17 in the Speight building. This announcement with rooms and times for each program area is posted to Intern IIs’ Teacher Education link on Pirate Port.
On 1.8.18 the Intern II mandatory seminar for spring Intern IIs will be held. Candidates will start the next day, 1.9.18 at their school site. Seminar times are as follows: 8:30am-10:00am ELEM, 10:30am-12:00pm MIDG and Secondary Areas, 1:00pm-2:30pm K-12 program areas. All seminars will be held at Greenville Holiday Inn.
Intern I mandatory seminar will be on Friday 1.12.18; we will have one session for all program areas from 8:30-10:00 pm at Greenville Holiday Inn. Intern I candidates will go to their school sites on 1.15.18.
Old Business
The policy regarding graduation, licensure and testing was referred to the Evaluation and Planning Committee last month. The committee conducted a Qualtrics poll to gather feedback from programs about options to consider regarding this policy and the low pass rates the EPP has been seeing in the last two years. A handout of the data was sent with the agenda.
Rhea Miles presented for the committee. The consensus was on Option B: Allow candidate to graduate, but not be licensed until they have passing test scores.
Charity Cayton with MSITE proposed that in their area before admittance into UD, they would like to have candidates take the content licensure test. If candidates pass the test, the department would move them to Upper Division eligible. If within a certain threshold, the MSITE department would allow students to move into UD, but provide support. If lower than a certain threshold, the MSITE department would not move them to be admitted to UD. Program Areas can be more restrictive than the EPP and the law, but not less. It is the program areas responsibility to make sure candidates are aware of restrictions in that particular program area.
With regard to a timeline for implementation, Dr. Covington suggested that the spring 2018 candidates not be licensed automatically without passing test scores. An exception would be granted to those candidates who were hired by school districts. Upon verification of hiring from the school district, the candidate would be recommended without test scores. Starting with fall 2018 candidates, all recommendations for licensure will require passing test scores. Students need to answer yes when applying for jobs showing that they are eligible for license.
Option B was voted on with a resultant 17 in favor, 1 not in favor, and no abstentions. The motion carried.
Until the State has decided on the cut score for edTPA, candidates will have to take test/tests for their licensure area.
Dr. Covington will create a document to fully inform spring 2018 interns at the Intern I seminar of the new ruling and emphasize they are hirable, and can be employed if they are offered employment. Out of state candidates will not be penalized by this.New Business
Dr. Covington led a discussion about ECU CARES referrals in light of 3 recent events involving EPP candidates. There was a lot of input from the CEP membership regarding fragile students. Dr. Covington would like any ECU CARES referrals that are done in the EPP to be copied to her. Forms can be found online on the Dean of Students website. The only reason for this request is to ensure we are addressing any early warning signs so that we can provide support and/or to document repetitive behaviors that may be detrimental to self or others within our programs or partnerships.
Standing Committees
Curriculum Committee – No report. The CEP Curriculum Committee will meet December 4, 2017, 3:00pm-4:30pm in Speight 202. The committee needs any packages to be routed to them via Curriculog by 11.27.17 at 5:00pm. Elaine Yontz is the Chair of the CEP CC.
