COUNCIL FOR EDUCATOR PREPARATION
The second meeting of the Council for Educator Preparation for the 2017-2018 academic year was held Monday, October 16, 2017 at 3:15 p.m. in Speight 203. Members present: Jennifer Adams, Barbara Brehm, Charity Cayton, Vivian Covington (Chair), Ellen Dobson, Johna Faulconer, Cheryl Johnson, Nanyoung Kim, Laura King, LCSN-PCS Representative Taylor Matkins, Rhea Miles, Patch Clark for Marissa Nesbit, Dan Novey, Jeff Pizzutilla, Caitlin Ryan, Nicole Smith, Lora Lee Smith-Canter, Christina Tschida, Cynthia Wagoner, Christy Walcott, Ivan Wallace, Kevin White, Jamie Williams, and Elaine Yontz. Visitors in attendance were Laura Bilbro-Berry, Crystal Jones, Angie McCoy and Shari Steadman. Absent were Laura Levi-Altstaedter and Marissa Nesbit.
Approval of Minutes September 11, 2017 Meeting
The minutes were approved with one correction. Kevin White from Social Work is the new representative and was in attendance.
Announcements
Katie White, a dance education major, was introduced as the undergraduate student representative. Madilyn Cox, a mathematics education major is the alternate undergraduate representative. Representatives at the graduate level are still needed. (Since the meeting, a graduate representative has been selected).
Taylor Matkins, Assistant Principal at G.R. Whitfield, was introduced as one of the alternating LCSN representatives.
Willie Joyner, a LCSN representative to CEP and ECU alumnus was named Pitt County Schools Assistant Principal of the Year.
Standing Update from the Office of Assessment, Accreditation and Digital Learning
Ellen Dobson gave an update on CAEP. Instead of two key assessments to be identified for programs, now only one key assessment is needed per program during the program, not at program completion. She would like to have the key assessments finalized by January 31, 2018.
Standing Update from Office of Clinical Experiences & Alternative Licensure
Dr. Nicole Smith gave the following report.
Internship application meetings were held October 12 and October 13. Those assisting commented on the professionalism of the students. Intern I applications are due November 3, 2017 for round 1 and January 8, 2018 for the 2nd and last round.
The early release date for this semester is November 22, 2017. Contact Angie McCoy regarding early release requests.
Old Business
Rebecca Poole, a mathematics education student represented ECU as one of six finalists for the NC-ACTE Student Teacher of the Year. Ms. Poole received a certificate and $500. Vivian Covington and others presented her award to her at her school, South Central High School. A student from UNC-G won the award this year.
At the last meeting Barbara Brehm asked for information on requirements for continuing license renewals for public school teachers. LEAs will continue to recommend their teachers for renewal. Teachers not “proficient” will be identified and placed on an improvement plan. A handout was distributed explaining the requirements and “proficient” rating needed by all teachers.
A possible policy change regarding graduation, licensure and testing was referred to the Evaluation and Planning Committee. A handout from the Apple Book listing testing requirements for licensure were included in packets. The Evaluation and Planning Committee were asked to meet after the CEP meeting.
New Business
The Office of Educator Preparation is involved in gathering test scores for program completers in the past three years for the Title II Report. Vivian Covington did a preliminary review of pass rates for the 2016-2017 completers. This year’s pass rate is at 58% if calculated correctly, as rules are not clear. Prior pass rates were at 98%, 86% and 70%. We do not how pass rates will be determined later when edTPA scores will be used in place of the PLT. The state gets edTPA scores, but candidates will have to upload scores in 2019-2020 with their license application.
Standing Committees
Curriculum Committee – The next two meetings will be November 6 and December 4, 2017 from 3:00-4:00 p.m. Packages are due to Elaine Yontz one week prior to the meetings.
Evaluation & Planning Committee – No report; the committee is meeting today.
Admissions & Retention – No report
Policy – No report
Cheryl Johnson reported that the B.S. in Family and Consumer Science program has increased to 50 candidates and was taken off the low enrollment list. Vivian Covington reported that the B.S. in Science Education program is also off the low enrollment list. Patch Clark reported that the Theatre program has been given time to increase their enrollment.
There being no further business the meeting adjourned at 4:00 p.m. The next meeting will be November 13, 2017 in Speight 203 at 3:15 p.m.
