Minutes for September 12, 2005

The first meeting of the Council for Teacher Education for the 2005-2006 academic year was held Monday, September 12, 2005 at 3:15 p.m. in Speight 202. Members present: Vivian Covington (Chair), Vic Aeby for Rick Barnes, Michael Bossé, Melva Burke, Joe Ciechalski, Lynne Davis, Dana Espinosa, Bethann Fine, Gwendolyn Guy, Michelle Hairston for Linda High, Linda James, Jami Jones, Rhonda Kenny, Kelly Kiser, Carolyn Ledford, Al Muller, Mary Lisa Pories, Marcela Ruiz-Funes and Sarah Williams. Absent were Michael Brown, Dawn Clark, Bill Grobe, Lilla Holsey, Mark Malley, Pitt County Representative, Betty Smith, and Sandy Triebenbacher.

Order of Business

Agenda I – Welcome and Approval of Minutes

The chair welcomed new members present Michael Bossé and Jami Jones. A motion was made by Joe Ciechalski and seconded by Gwendolyn Guy to approve the minutes from the May 2, 2005 meeting.

Agenda II – Announcements

Michelle Hairston stated that Linda High was now at home feeling better and would welcome a visit or cards.

The chair announced that another student representative is needed. If anyone has suggestions for an undergraduate student to represent CTE now and a graduate student in the spring, please send names to her.

Speech and Hearing screenings will be held September 19-21, 2005. Written notices and emails have been sent to faculty as well as an announcement on OneStop to the students. This screening is a part of Upper Division requirements.

The NC Teaching Fellows will sponsor a spring event, NCTF vs. Faculty Quiz Bowl. They are requesting that each program area create 50 content area questions and trivia questions (and answers) from the 70’s and 80’s. Please send these to the chair.

The Teacher Education Forum will be at the North Raleigh Hilton September 28-29, 2005. Registration for CTE members or an alternate will be paid by the Office of Teacher Education.

The Career Center has a mock interview program HIRED, Helping Individuals Reach Employment Destinations. Students can contact the Career Center at 328-6050 for more information.

The Los Puentes – Bridges, a dual language immersion program at Snow Hill Primary welcomes interns and student volunteers. More information is available at http://shp.gcsedu.org

The Teaching Resources Center at Joyner Library is available to facilitate teaching and learning initiatives to educators at all levels. A new area has opened providing education students with resources to create and produce materials to support lesson plans/units and classroom instruction. Contact Linda Teel for more information, 328-2287.

A handout was distributed from Disability Services with their new address and phone number on the ADA statement that should be on all course syllabi.

Fifteen interns were released early from the spring semester. This is a much smaller group than last year due to elementary and special education majors needing to meet the “highly qualified” requirement of NCLB. The feedback forms indicated positive responses from their teaching experiences.

The Welcome to Teacher Education (Applebook) handbook is available on line and at the book store. There is a new internship form and revised upper division application in the new edition.

Faculty teaching methods or supervising interns need a valid NC teaching license.

Agenda III – Legislation Affecting Teacher Education

The governor’s office has asked that travel be delayed until September 15, if possible. This includes intern supervision.

House Bill 1310, gives students the option of using SAT scores (scores to be set by SBE) or PRAXIS I has been passed. It still requires the Governor’s signature before it becomes law.

Elementary and Special Education students still have to take PRAXIS II to be licensed. All other areas, including “licensure only”, do not need PRAXIS II for initial licensure, but may still need it for continuing license after three years of teaching. Lateral entry students need the tests. Administrative and school service personnel must take the test.

The chair will get an update on Friday on HB706, Facilitating of Hiring of Teachers.

Agenda IV – Old Business

For program planning purposes, please let the chair know the number of students who might want to take the new diversity course, EDUC 3002.

Conceptual Framework materials for new faculty outside the College of Education were available to members.

Updates have been held for early experience instructors, Senior I Methods and Senior II university supervisors on Conceptual Framework materials and Dispositions Forms A, B, and C, and Portfolio Components A, B, and C.

Agenda V – New Business

Al Muller was nominated for Vice-chair of CTE. Marcela Ruiz-Funes nominated Melva Burke, who declined and moved to close the nominations. Joe Ciechalski seconded. Al Muller was elected by acclamation.

New members need to be selected for the Ad-Hoc Committees; Portfolio, Graduate and Professional Studies.

A draft of the Academic Concentrations was distributed. Several departments have not submitted a revised listing. Middle Grades will keep 24 hours in their concentration due to NCLB requirements.

Future meetings are October 10, November 14, December 12, January 9, 2006, February 13, March 20, April 10 and May 1, 2006.

Agenda VI – Standing Committee

The chair thanked everyone in advance for serving on the standing committees. She reminded the Curriculum Committee that they needed to coordinate meeting with the University Curriculum Committee and College/School Curriculum meetings.

There being no further business, the meeting adjourned at 3:40 p.m. to elect chairs of the Standing Committees. Committees and chairs, as well as, minutes may be found on Outlook, Public Folders, All Public Folders. The next meeting for the academic year 2005-2006 will be October 10, 2005.
