COUNCIL FOR EDUCATOR PREPARATION

Minutes for September 12, 2022

Via Teams at 3:15 p.m.

The first meeting of the Council for Educator Preparation for the 2022-2023 academic year was held Monday, September 12, 2022 via Teams at 3:15 p.m.  Members present: Holly Fales (Chair), Kimberly Anderson, Susannah Berry, Phyllis Broughton, Bethann Cole, Tim Dameron, Bernice Dodor, Jennifer Gallagher, Maureen Grady, Nanyoung Kim, CJ Korenek (LCSN Rep), Laura Levi-Altstaedter, Rhea Miles, Jeff Pizzutilla, Sarah Sconyers, Lisanne Shaffer-Dickerson, Dawn Shelton, Nicole Smith, Rita Soulen, Cynthia Wagoner, Stacy Weiss, Kevin White, and Visitor Monisha Atkinson.  Absent were Dan Novey, Chris Rivera and Christy Walcott.  (Amanda Pinkham-Brown will share membership this year with Lisanne Shaffer-Dickerson from Theatre Arts).

Approval of Minutes April 11, 2022 Meeting

A motion was made by Cynthia Wagoner and seconded by Bethann Cole to approve the minutes of April 11, 2022.  The minutes were accepted.

Announcements

A list of CEP members was shared.  Please review contact information for accuracy.

The NCACTE 2022 Fall Forum will be meeting face to face September 21-23, 2022, Wednesday through Friday at the Hilton Raleigh North Hills, formerly North Raleigh Hilton.  NCACTE is composed of public and private EPPs.  The theme of the 40th Annual NC Teacher Education Forum is Rethink, Reshape, Reimagine, Revolutionize: Growing the Professional Post Pandemic.  Work in the areas of diversity, equity and Inclusion and assessment in addition to general sessions well be highlighted.  ECU has been well represented in the past.

Standing Update from the Office of Assessment, Data Management and Digital Learning

Sarah Sconyers, Interim Director reported that continuing education support courses for the edTPA are in progress for completers and currently enrolled students that need additional support or retake support for the edTPA. OADD is creating training materials related to candidate dispositions that will be disseminated to clinical teachers this month. 

The EPP is still waiting on the final decision from CAEP, this is expected in October. 

Standing Update from Office of Clinical Experiences & Alternative Licensure

Nicole Smith, Lead Coordinator gave the following update:

Clinical Experiences Items:

  • There are 331 Intern I candidates this fall and 60 Intern II candidates (Elementary, Art, Health/PE and Theatre)
  • Upcoming dates: Potential list of graduates will be emailed to LCSN contacts the week of 9/19/22.
  • October 14, 2022—Intern I Application Meeting
  • Early release date is November 22, 2022 
  • Digital Early Release Request Link-NEW  https://eastcarolinauniversity.formstack.com/forms/early_release_form
  • Practicum:  OCE is now operating with 2 coordinators.  Dr. Lynch’s position was repurposed for ERM advising.  It is critical for each instructor to verify rosters and make sure any updates after verification goes to practicum@ecu.edu related to drop/add.  If names are not on these rosters, OCE is not seeking a placement.  Due dates are critical as one request goes to districts.  If one instructor’s class completes 8/22 and the due date is 9/7 and other classes across program areas are outstanding – the requests do not go out.  Formstack is the new platform that is being used.  Ustore is no longer being used. If an instructor is considering an incomplete – please make an alternate assignment with the candidate as OCE does not seek placements for courses that student is not taking in the present semester. This is a liability issue.
  • Several thousand placements are to be managed by two coordinators, please assist by ensuring that we adhere to due dates.

Alternative Office Items:

  • There were 395 Residency candidates (ERM) admitted for Fall 2022. 
  • ERM Spring 2023 applications are being accepted through October 15, 2022.

Old Business

Holly Fales provided two updates related to Old Business:

  • NC Pathways to Excellence in Teaching Update –A draft presentation was sent via email.  PEPSC met Sept. 8th to pose questions and items for clarification, there is a discussion scheduled for the October PEPSC meeting. Areas that were highlighted included the apprentice licensure and possible implications for intern pay as well as micro-credentialing for initial licensure. Currently, the information provided pertaining to micro-credentials is very limited and guidelines have not been created around the development of micro-credentials. Faculty are encouraged to continue to monitor this proposal closely and Dr. Fales will provide updates as they are available.
  • Initial Candidate Dispositions Implementation:
    • Notify Holly Fales of Program Area Dispositions Coordinator (per email sent to chairs and coordinators) by Oct. 15th
    • Dispositions training is located within the COE/EPP Faculty Support Canvas course and this training is currently available for faculty. Faculty need to complete the brief training and calibration activity prior to using the new dispositions rubric. 
    • A Clinical Teacher training module will be disseminated by September 15th.

New Business

Standing Committees

A list of standing committees was presented.  Each committee needs to elect a Chair. First member on the committee list, please initiate an email or teams meeting to elect a chair; forward name to heathh@ecu.edu. A new list will be sent when chairs are elected.

Sarah Sconyers moved to adjourn the meeting and it was seconded by Bethann Cole. The motion passed, and the meeting adjourned at 4:36 p.m.
