Legislation to End Femicide in Latin America

This article looks at the steps various Latin American countries have been taking to end domestic violence and femicides. It first looks into Columbia and the changes they have been making inn a country where every four days a women was killed by her partner. Most of the population opposed change, but the government pressed on. Sixteen Latin American countries in total have put similar femicide legislation into place. Despite this legislation  domestic violence and femicides are still prevalent in all of these countries.

My questions for the class are why do you think the legislation is not working? What could be done to further better the domestic violence epidemic in these countries? How could the counrties encourage their law enforcement to be active on investigations and arrests of domestic violence?
