Bernat and Zhiliana (2011:452-453) further explains the creation of the Tier system. To combat sex trafficking, international countries work together in the battle because the problem often involves an international, secretive, wealthy cartel and trafficking is viewed as “modern day slavery”.
Bernat and Zhiliana discusses (2011:458) how enactment of the TVPA in 2000 by the US, attempts to measure the magnitude of human trafficking, including sex trafficking. Compilation of data from the US Department of State, annually publishes the Trafficking in Persons (TIP) report. It categorizes the countries as Tier 1, Tier 2 Watch List, or Tier 3. In 2010, the TIP report assessed the anti-traffic methods in the US, and placed the country in Tier 1, due to strong efforts to fight sex trafficking.
