The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).

GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available.

Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.

BACKGROUND:

The Tuberculosis (TB) Team at USAID leads the United States Government (USG) efforts in the fight to prevent and treat TB, which kills about 1.8 million people annually. USAID programs focus on improving TB services in 23 countries, saving lives and preventing the spread of TB and multidrug-resistant (MDR) TB. The goal of USAID efforts is to contribute significantly to the reduction of TB transmission and deaths globally. USAID TB Team is implementing the USG TB Strategy (2015-2019) and National Action Plan to Combat Multi-Drug Resistant (NAP-MDR), which was recently released by the White House. Implementation of activities within the USG strategy and the NAP requires novel approaches as well as developing new projects and partnerships across sectors.

INTRODUCTION:

The Tuberculosis and Human Rights Intern (Intern) will be assigned to the Tuberculosis Division in the Office of Infectious Disease (ID) in the Bureau for Global Health (GH).  The Intern will focus on assisting the TB Team with key activities related to the human rights approaches to combatting TB. In particular, the Intern will assist the TB Team with developing and supporting activities related to human rights and TB, helping with data collection and analysis, collecting best practices and lessons learned, and assisting with the consolidation of plans, reports and activities. S/he will work closely with the TB Program Manager who will serve as his/her onsite manager, as well as with the other TB Team members.

LEARNING OBJECTIVES:

  • Gaining experience in developing new projects and activities, consolidating and analyzing data and demonstrating results, as it relates to TB.
  • Gaining a greater understanding of the human rights framework as it relates to TB, including the technical aspects of TB and human rights interventions and TB project coordination.
  • Gaining a greater understanding of USAID work in the TB field, including work with USAID Missions, Implementing Partners and international TB organizations.
  • Deepening skills in collaboration and coordination within a complex organizational and implementation structure.

ROLES & RESPONSIBILITIES:

  • Supporting the TB Team with developing and implementing activities related to human rights approaches to TB, including but not limited to assessment, analysis, planning and monitoring of global human rights and TB work.
  • Assisting with analyzing country and project TB and human rights data.
  • Conducting literature reviews and research on human rights approaches, and providing summaries of the publications/research.
  • Mapping of human rights laws, policies and obligations of USAID priority TB countries.
  • Assisting with the communication of results and deliverables through memos and presentations to USAID TB team and external partners.
  • Supporting OSM with activity management of USAID TB projects, such as planning, budgeting, monitoring and evaluation, and financial management.
  • Providing logistical support to organize meetings, conference calls and webinars.
  • Other tasks or responsibilities may be assigned based on organizational and programming need and/or the Intern’s own interests.

QUALIFICATIONS:

  • Currently enrolled J.D., master’s or other post-bachelor’s degree candidate in a program related to human rights, public health, international law or related fields; or, completion of such within the past 12 months.
  • Experience with or knowledge of international human rights framework.
  • Strong interest in global health with an emphasis on TB.
  • Strong writing and analytical skills.
  • Ability to work under tight deadlines.
  • US citizenship or US permanent residency required.

COMPENSATION:

$1,826 bi-weekly (exempt, salaried position).
